Biography

R. Scott Moran was one of the Founding Partners of Baker | Moran in 2014. Scott is an experienced eminent domain attorney with a background of over 50 years representing oil and gas pipeline companies, electric transmission line companies and cooperatives, and governmental entities in various legal matters. Now in an of-counsel role primarily handling Special Commissioners hearings and mediating eminent domain cases for other attorneys and Courts, he is committed to arriving at favorable outcomes for his clients and mediating litigants.

Scott began his career in 1974 with a firm representing the largest electric co-op in the United States, primarily condemning for power line easements and electrical facilities throughout Texas. Prior to moving to Dallas in 1982, he handled two capital murder cases, one ending in a dismissal of all capital charges and one with a victory at the United States Supreme Court.

In Dallas, Scott operated a fee-office for Dallas Title Company prior to becoming a partner at one of the oldest firms in Dallas, and for 27 years represented TP&L, now Oncor, in eminent domain cases and right-of-way matters in Texas.

Scott thoroughly enjoys his mediation practice, finding very few mediators that fully understand eminent domain cases and other title disputes from both sides of the docket. Scott is well known among eminent domain practitioners, having participated in hundreds if not thousands of Special Commissioners hearings and many jury trials throughout the State of Texas.

Scott earned his Juris Doctor from Baylor University School of Law in Waco in 1973. Scott is an active member of several professional associations, including the State Bar of Texas, International Right of Way Association, teaching courses regarding Eminent Domain, the

Law of Easements, United States Land Titles, Skills of Expert Testimony, Ethics and The Mediation of Disputes.

When he is not practicing law, Scott enjoys spending time with his wife of 50 years, his 3 adult children and their spouses and his pride and joy, their 8 grandchildren.
